'Brusselisation' and the emergence of a strategic culture in ESDP

The project is based on research conducted in the context of a completed PhD-thesis at the European University Institute (EUI) and seeks to analyse the decision-making system of the European Security and Defence Policy (ESDP). Based on several case studies, the project will explore what decision-making logics determine ESDP. In addition, it will shed light on the questions what kind of international actor the EU is and to what extent a European “strategic culture” is emerging. The project focuses on the ESDP-machinery and ESDP-actors at the national and European levels and applies an institutionalist approach focused around the notions of “socialisation” and “Brusselisation”. The research will break new ground, both theoretically as well as empirically, exploring the extent to which ESDP policy-making is guided by a particular logic of appropriateness and a new style of decision-making and in how far this leads to the development of a European strategic culture. Prospective results are not just relevant for the academic community focusing on European defence issues but in addition promise to shed light on a variety of pertinent policy issues. The main aim of the project is to further develop the already conducted research and to publish results of it.

Contribution to EU Profiler: During the EFSPS-fellowship, Fabian had a 5-month timeout and functioned as project manager of the award-winning EU Profiler, the first Europe-wide voting advice application for the European parliamentary elections (see www.euprofiler.eu and http://www.eui.eu/DepartmentsAndCentres/RobertSchumanCentre/Research/InstitutionsGovernanceDemocracy/EUprofiler/Index.aspx).
