Policing the Balkans: Crime Control and European Foreign and Security Policy

This project examines crime control as a crucial objective of EU foreign policy. The European Union and its member states have invested considerable resources into the fight against crime, especially transnational organized crime. These efforts reflect the growing significance of crime and crime fighting in international affairs in general. Despite this trend, both scholars of International Relations (IR) and of EFSP have largely neglected crime and crime control. This project helps to close this gap by focusing on EU counter-crime policies in the Balkans. It aims at a better understanding of the political, economic, law enforcement, normative, and policy obstacles that impede a better implementation of counter-crime policies. The project examines how international and domestic actors cooperate or fail to cooperate, and whether counter-crime policies are strategic and holistic. Tentative results of empirical and theoretical work indicate that much more needs to be done to render counter-crime security governance in the Balkans more effective, efficient, and legitimate.
